   According to the above laws, regulations, standards and the actual situation of the company, the "Linshu County Huasheng Chemical Co., Ltd. Environmental Emergency Response Plan" (hereinafter referred to as the "plan") was formulated.
  1.3 Applicable scope
   This plan is applicable to Linshu County Huasheng Chemical Co., Ltd.'s handling and emergency rescue of emergent environmental incidents during product production.
  1.4 Emergency Plan System
   In order to respond to the company's various environmental emergencies or incidents, and to minimize environmental accidents caused by process, equipment, and personnel operating errors, the company has formulated a comprehensive emergency response plan for environmental emergencies. In order to prevent the expansion of the accident from escalating to the boundary of the plant and causing commotion among the surrounding residents, the company can apply for external support from the county and town governments when necessary, requesting that their emergency rescue plans be activated to avoid the expansion of the accident.
   The company's emergency plan system is divided into three levels: comprehensive plan, special plan and on-site disposal plan.
The comprehensive plan consists of general rules, basic company conditions, environmental risk sources and environmental risk assessment, emergency rescue agencies and responsibilities, prevention and early warning, information reporting and notification, emergency response and measures, post-processing, emergency training and drills, rewards and punishments, safeguard measures, The review, filing, release and update of the plan, the implementation of the emergency plan, and the composition of the appendices.
  1.5 Working Principles
  When the company establishes an emergency system for sudden environmental pollution accidents and its response procedures, it should follow a practical and feasible policy and implement the following principles
  ⑴ Adhere to people-oriented, prevention first. Strengthen the monitoring and monitoring of the hazard sources of environmental accidents, establish an environmental accident risk prevention system, actively prevent, timely control, and eliminate hidden dangers, improve the prevention and treatment capabilities of sudden environmental pollution accidents, and avoid or reduce sudden environmental pollution accidents as much as possible The occurrence of environmental pollution accidents can eliminate or reduce the medium and long-term impacts caused by environmental pollution accidents, ensure public health to the greatest extent, and protect the safety of people’s lives and property.
  ⑵ Adhere to unified leadership, classified management, and hierarchical response. Accept the guidance of the government's environmental protection department to make the company's emergency response system for environmental pollution accidents an integral part of the regional system. Strengthen the coordination and cooperation between the various departments of the company and improve the ability of rapid response. In view of the characteristics of environmental pollution caused by different pollution sources, implement classified management, give full play to the professional advantages of the department, and adapt the measures taken to the scope of harm and social impact caused by sudden environmental pollution accidents.

Actively prepare for the ideological, material, technical, and work preparations for sudden environmental pollution accidents, strengthen training and drills, and ensure that the emergency response system is unremitting, which can provide services for the company, other enterprises and society, and quickly respond to emergencies. efficient.
  2Basic situation
  2.1 Basic situation of the unit
   Linshu County Huasheng Chemical Co., Ltd. is located in Jiaolong Town, Linshu County. It covers an area of ​​about 100 acres and currently has total assets of 38.99 million yuan.
  2.2 Surrounding environmental conditions and sensitive environmental protection goals
  2.2.1 Geographical location of the factory site
   Linshu County Huasheng Chemical Co., Ltd. is located in Jiaolong Town, Linshu County, Shandong Province, north of the 327 National Road, with a total area of ​​about 64800m2, about 10 kilometers away from Linshu County.
   Linshu County is located in the southeast of Shandong Province, with 34°40′—35°06′ north latitude and 118°26′—118°51′ east longitude. It borders Ganyu County and Donghai County in Jiangsu Province to the southeast, Linyi Hedong District to the west, Junan County to the north, and Tancheng County to the southwest. It is 38km away from Linyi Municipal People's Government in the west and 316km away from the provincial capital Jinan in the northwest.
  Jiaolong Town is located in the east of Linshu County, with geographic coordinates of 34°52′ north latitude and 118°43′ east longitude. It borders Ganyu County in Jiangsu Province to the east, Linshu Town to the west, Daxing Town to the south, and Zhucang Township to the north, 10km away from the county seat.

The drinking water of the surrounding residents mainly comes from the tap water supply station constructed by the town government in Langwogou Reservoir, and the other water is shallow groundwater. The groundwater quality of the area is evaluated. According to the monitoring data of groundwater status, the total hardness of groundwater except Hongtu Village is 610mg/l> Except 450mg/l, the other groundwater quality indicators of Hongtu Village’s groundwater and the plant site and Jiaolonghou Street’s groundwater quality all reached the "GroundwaterClass III standard in Environmental Quality Standard (GB/T14848).
  3 Environmental risk sources and environmental risk assessment

The company has hazardous chemicals. The inherent flammable, explosive, toxic, corrosive, radioactive and other hazardous properties of hazardous chemicals.   According to the nature of the materials and production characteristics in the production process, the company may have potential risk accidents such as burning and explosion accidents, leakage and poisoning accidents.
