  1 Organization and responsibilities
  1.1 Organization System
  According to the severity and harm of the company’s emergency,combined with the emergency rescue plan system,the company’s emergency rescue team is divided into company,workshop,and team levels,as follows:
  1.1.1 The company's emergency rescue team includes:emergency repair team,alert evacuation team,communication and transportation team,medical rescue team,environmental protection team,and expert team.

  In the event of an accident,the commander-in-chief is not on-site,and the deputy commander-in-chief shall exercise his authority on behalf of the commander-in-chief;when the deputy commander is not on-site,the chief engineer of the company shall be the temporary commander in charge of emergency rescue work.The on-site temporary headquarters may determine the location of the on-site command based on the distance to the source of the accident,wind direction,changes in communication conditions,etc.
  1.2 Organizational structure and responsibilities
  The company established an accident emergency rescue leading group,which is composed of an emergency rescue headquarters and an emergency rescue team.The headquarters is composed of the general manager as the commander-in-chief,and the deputy commander in charge as the deputy commander-in-chief.The members are composed of the heads of related departments.

  Members:Heads of Biotechnology Department,Security Department,General Office,Office and Workshops.
  The headquarters office is located in the security department,and the emergency rescue team has an emergency rescue team under the emergency rescue headquarters,which together form the company's rescue organization.
  1.2.1 Responsibilities of the Emergency Rescue Command Leading Group
  ⑴Implement the guidelines,policies and regulations of the state,local government,and higher-level related departments on environmental safety.
  ⑵Organize the formulation and revision of emergency plans for environmental emergencies.
  ⑶Form an emergency rescue team for environmental emergencies.
  ⑷Responsible for the construction of emergency prevention facilities(preparation)(such as:leak stoppage equipment,accident emergency pool,emergency monitoring equipment,protective equipment,rescue equipment and emergency vehicles,etc.);and emergency rescue materials,especially the handling of leakage,digestion and Storage of chemical materials(such as activated carbon,wood chips,lime,etc.)that absorb pollutants.
  ⑸Inspect and supervise the preventive measures for environmental emergencies and various preparations for emergency rescue,and supervise and assist relevant departments to eliminate the escape,emission,dripping and leakage of toxic and hazardous substances in a timely manner.
  ⑹Responsible for the approval and update of the organization plan(the enterprise emergency command department is responsible for reviewing and approving emergency plans at all levels within the enterprise).
  ⑺is responsible for organizing external reviews.
  ⑻approve the start and termination of this plan.
  ⑼Determine the on-site commander.
  ⑽Coordinate related work at the incident site.
  ⑾is responsible for the mobilization and resource allocation of emergency teams.
  ⑿Reporting of emergency environmental incident information and notification of potentially affected areas.
  ⒀is responsible for the decision-making of requesting external rescue forces in an emergency state.
  ⒁Accept the instructions and mobilization of the superior emergency rescue command organization to assist in the handling of the incident;cooperate with the relevant departments in the environmental restoration,incident investigation,and summary of experience and lessons.
  ⒂is responsible for protecting the incident site and related data.
  ⒃Organize and implement emergency rescue training for environmental emergencies in a planned way,conduct drills based on emergency plans,and provide surrounding enterprises and villages with publicity materials related to the characteristics of hazardous substances and rescue knowledge of the unit.
  1.2.2 Responsibilities of the commander-in-chief
  ⑴Organize the formulation of emergency rescue plans for environmental emergencies.
  ⑵Responsible for the deployment of personnel,resource allocation,and emergency team.
  ⑶Determine the on-site commander.
  ⑷Coordinating relevant work at the accident site.
  ⑸Approve the start and termination of this plan.
  ⑹The arrangement of the responsibilities of personnel at all levels under the accident state.
  ⑺Reporting of emergency environmental accident information.
  ⑻Accept government instructions and transfers.
  1.2.3 Deputy Commander
  ⑴Assist the commander-in-chief to report the accident and implement emergency rescue measures.
  ⑵Information of accident situation and accident handling work.
  ⑶Organize drills for emergency response plans.
  ⑷When the commander-in-chief is not on a business trip,he assumes the responsibility and organization of the commander-in-chief.
  ⑸Responsible for the scheduling of the production system to start and stop when the accident is handled.
  ⑹is responsible for the investigation and handling of the accident after the accident.
  1.2.4 Emergency repair team,the team leader is the person in charge of the Biotechnology Department
  ⑴Assist the commander-in-chief in charge of the on-site command of the engineering emergency and repair work and the placement of equipment and pipelines;the implementation of emergency repair measures.
  ⑵is responsible for the preparation of emergency rescue facilities.
  ⑶Responsible for emergency rescue work during accidents.
  ⑷Inspection and maintenance of emergency repair facilities after the accident.
  1.2.5 Alert and evacuation team,the team leader is the person in charge of the security department
  ⑴Responsible for the protection of the accident site,and cooperate with the commander-in-chief and deputy commander-in-chief to coordinate the work of various departments.
  ⑵is responsible for protecting the accident site and related data.
  ⑶Responsible for arranging the security department personnel to welcome foreign aid,vigilance,public security,evacuation of workers(the masses),and road control when an accident occurs.
  ⑷is responsible for the preparation and inspection of emergency alert evacuation facilities.
  ⑸is responsible for the announcement of evacuation information and personnel recovery after the accident.
  1.2.6 Communications and transportation team,the team leader is the person in charge of logistics
  ⑴Responsible for the supply and transportation of rescue materials.
  ⑵Responsible for the preparation of rescue supplies.
  ⑶Responsible for the inspection and maintenance of communication equipment.
  1.2.7 Medical rescue team,the team leader is the person in charge of the medical office
  ⑴Responsible for the on-site medical rescue command and the classified rescue of poisoned and injured persons,and the command work of arranging hospitalization or escort transfer.
  ⑵Responsible for the supply of necessities for the rescue of injured and poisoned persons.
  ⑶Responsible for the preparation and inspection of emergency rescue drugs.
  1.2.8 Environmental protection and decontamination group,the group leader shall be the person in charge of the workshop
  ⑴Responsible for the preparation of all materials used for environmental protection in emergency response.
  ⑵Responsible for the clean-up and monitoring of the hazardous substance diffusion area at the accident site.
  ⑶Responsible for the inspection of accident handling facilities
  ⑷is responsible for the implementation of post-contaminant treatment and on-site decontamination.
  1.2.9 Expert group,the group leader is the chief engineer of the company
  ⑴Analyze and evaluate emergency information quickly,put forward emergency plans and suggestions,and supply emergency rescue command center leaders for decision-making.
  ⑵According to the diffusion rate of pollutants and the meteorological and geographical characteristics of the place where the accident occurred,determine the scope of pollutant diffusion to provide a basis for the evacuation of the masses and the prevention of hazards.
  (3)According to the characteristics and leakage of the pollutants,analyze the possible impacts and injuries of the pollutants on the environment,atmosphere,soil,crops and humans,so as to prevent them in emergency and carry out targeted decontamination after the accident.
  ⑷Predict the development trend of emergencies and the response changes of pollutants,so that the emergency rescue command center can take forward-looking preventive measures while carrying out emergency response.
  1.2.10 The responsibilities of the emergency team in the workshop and the team are the same as those of the company-level team,and the team leader is determined by the site.
  2Prevention and early warning
  2.1 Environmental risk source monitoring
  The company has installed toxic and combustible gas alarms and video surveillance at the environmental risk source,realizing 24-hour real-time online monitoring,and equipped with fire extinguishing and cooling water sprinkler systems and various fire-fighting facilities.
  The key parts and processes use the DCS automatic control system to safely interlock the flammable/toxic gas leakage and fire automatic alarm.Once the leakage occurs,the automatic interlock system can adopt emergency interlock,close the relevant emergency shut-off valve,open the remote automatic spray,and implement emergency Cut off measures.
  The company sets up special personnel to conduct regular inspections in key positions such as raw materials and finished product tank farms.The positions are operated 24 hours a day in a three-to-eight shift system to ensure that when abnormalities occur in the monitoring facilities,they can ensure that manuals can find abnormalities in time and take relevant measures.Measures to carry out rapid early control of the accident.
  The company has adopted multi-level prevention and control measures for possible environmental risk accidents to ensure that the accidental sewage is not discharged.The relevant environmental risk prevention measures are as follows:
  (1)Protective facilities and safety signs are set up strictly in accordance with the requirements at the main dangerous units in the workshop.
  (2)According to the characteristics of the working environment,the work area is equipped with various necessary protective equipment and supplies(protective masks,gas masks,heavy chemical protective clothing,etc.).The work areas with chemical burns and toxic hazards are equipped with eye washes,Safety protection measures such as leaching device,and setting up an ambulance box in the installation area,and setting up a medical office in the company.
  (3)Two accident pools,accident collection tanks,and fire water collection tanks are set up in the factory area,and the drainage adopts sewage and diversion measures.
  (4)Sprinkler facilities are installed around the storage tanks in the liquid ammonia storage area.Cofferdams and firewalls are installed in the storage areas.The height of the cofferdam is 1.2m.There are diversion ditch,diversion ditch and accident pool around the outer side of the cofferdam.Connected to prevent the leakage of hazardous materials and pollutants from entering the surrounding surface water bodies.
  (5)For the initial rainwater in the storage tank area,it is collected by the cofferdam and then collected in the adjustment pool of the sewage treatment station in the plant area,and then sent to the sewage treatment unit in batches with other wastewater from the plant area for treatment,and discharged after reaching the standard.
  (6)A sluice gate is built in the drainage ditch 340m downstream of the drainage outlet of the plant,which can effectively prevent accident wastewater from flowing out into the Mutuan River when an accident occurs.According to the cross-sectional area and length of the drainage ditch,it can be calculated that the drainage ditch from the drainage outlet to the sluice gate section can hold 6000m3 of accident wastewater.
  (7)Basically have the ability to monitor the highly toxic pollutants involved,and set up a separate monitoring account.
  (8)Developed an emergency plan,regularly organized drills and conducted evaluations.
  (9)Safety training is required for hazardous chemical loading and unloading personnel,and they are certified to work.
  (10)The company conducts qualification inspections and registrations of dangerous goods transport vehicles,drivers,and escorts as required,with complete records.
  (11)The company’s various management systems are relatively standardized,various operating procedures are sound,and inspection records are complete.
  (12)All employees of the company have received three-level education and training.All water treatment and laboratory technicians have passed the training and examination,and hold certificates.
  2.2 Early Warning Action
  2.2.1 According to our company's environmental emergencies,the level of emergency accidents,the level of hazard and the handling capacity of employees,the early warning status is divided into four levels:level I(social rescue level)and level II(company rescue level),Level III(unit level where the target is located),IV(group level where the target is located).
  2.2.2 Early warning
  The company implements a 24h linkage mechanism for emergency handling of sudden environmental incidents.After the emergency plan is activated,all relevant departments shall follow the responsibilities and requirements of the plan,obey the unified command of the incident emergency command center,and actively cooperate with the incident site investigation and handling team to reach the regulations immediately Post,take relevant control measures,and actively participate in rescue operations.
  2.3 Alarm and communication methods
  In order to ensure that the alarm can be received accurately and promptly in the event of an environmental emergency,according to the company's existing resource conditions,the alarms,alarm receiving methods,signals,and alarm response levels are now specified as follows:
  The first discoverer of the accident should immediately notify the personnel at the position,and try to use the emergency equipment nearby to deal with the sudden pollution accident.When the hazard source cannot be controlled by simple handling methods,and the poisoning,fire,or explosion may occur,the telephone should also be used to communicate with health.Contact the technical department and the security department and notify the guard on duty room.You can also use the walkie-talkie to give an alarm.
